Program Eligibility
You may qualify for either FERA or CARE based on the size of your household and the total current income of all persons living in your house, condo, apartment, or mobile home.
- Household Size and Income
Effective June 1, 2023, to May 31, 2024, income limits are as follows: - Public Assistance Programs
Additionally, you may qualify for CARE if you or someone in your home participates in at least one of the following public assistance programs:- Bureau of Indian Affairs General Assistance
- CalFresh/SNAP (food stamps)
- CalWorks (TANF)/Tribal TANF
- Head Start Income Eligible (tribal only)
- Low Income Home Energy Assistance Program (LIHEAP)
- Medi-Cal/Medicaid Medi-Cal for Families (Healthy Families A&B)
- National School Lunch Program (NSLP)
- Supplemental Security Income (SSI)
- Women, Infants, and Children (WIC)
How to Apply

A single application takes two minutes to complete. No additional documentation is required.
Online Application Tips:
- Input your name exactly as it appears on your bill,e.g., if the name on the bill is “Doe, John X,” enter the first name as John X, with no period. Enter the last name as Doe.
- To track your application, be sure it includes your email address. We will email you to confirm receipt of your application and include a tracking number. If you don’t have an email address, please note the tracking number included in the Thank You notice that immediately follows the successful submission of your application.

Download an application, print it, and mail it to us.
