Green Tariff Shared Renewables (GTSR) Request for Offers (RFO)

Senate Bill 43 (Wolk 2014) Enacted the Green Tariff Shared Renewables (“GTSR”) Program to provide “access to all eligible renewable energy resources to all ratepayers who are currently unable to access the benefits of onsite generation,” and to “create a mechanism whereby institutional customers…commercial customers and groups of individuals, can meet their needs with electrical generation from eligible renewable energy resources.”  There are two options for participating in the GTSR program: Green Tariff or Enhanced Community Renewables.

As part of the GTSR Program, as set forth in California Public Utilities Commission (“CPUC”) decisions D.15-01-051, D.16-05-006, and D.17-07-007 (the “Decisions”), and Resolution E-5028, Southern California Edison (“SCE”) is issuing this First Request for Offers for Green Tariff (also referred to by SCE as Green Rate (“GR”) and this eighth Request for Offers for Enhanced Community Renewables Projects (“ECR”), formerly referred to by SCE as CR-RAM.

SCE is attempting to acquire energy from Generating Facilities located in Environmental Justice (“EJ”) communities, as defined by the California EPA in its most recent version of the CalEnviroScreen tool, through the GTSR program. We encourage Offerors to submit Offers for Generating Facilities located in these communities, and to indicate how the program might be improved to better reach those communities. SCE will select Generating Facilities from the available Offers pursuant to the requirements set forth in D.15-01-051, D.16-05-006, D.17-07-007, and Res E-5028.

Offerors intending to submit Offers, but do not yet have an existing PowerAdvocate® account, must first register to create a username/password with PowerAdvocate® to receive access to the event (event code 196385). Users with an existing PowerAdvocate® account may request access here.

Offers must be uploaded to PowerAdvocate® no later than 12 PM, Pacific Prevailing Time (PPT), on the Offer Due Date as specified in the RFO Schedule on the PowerAdvocate® GTSR RFO website.

Please note that early submittals are permitted and encouraged.
