At Southern California Edison (SCE), we want to ensure reliable and affordable electric service to our customers. We are pleased to introduce a new pilot program focused on making household energy more affordable and predictable.
The Percentage of Income Payment Plan (PIPP) is a four-year pilot program that will provide qualified customers with the same low, fixed energy bill every month, not including taxes or fees. This program will only be available for 4,000 residential California Alternate Rates for Energy (CARE) customers through SCE and/or participating Community Choice Aggregators (CCA). If eligible, electric bills will be fixed at a low amount of either $29 or $86 per month and will be subject to change on a yearly basis. These are the maximum possible bill payments due, not including taxes or fees. Some customers’ bills may be lower.
Eligible Customers Must
- Be a current CARE customer, and;
- Fall within the 2022-2023 Federal Poverty Guidelines (FPG) Household income chart (shown below), and;
- Meet either of the following:
- Be located in one of the zip codes with the highest rate of recurring disconnections (shown below) or
- Have been disconnected two or more times between March 2019 and February 2020.

To see if you are eligible for the lower, fixed monthly payment ($29), please see the 2022-2023 Federal Poverty Guidelines (FPG) Household Income chart shown below. If your income is over the $29 household income limit listed in the chart, you may be eligible for the higher, fixed monthly payment ($86).1

Potentially eligible customers may apply for PIPP by visiting sce.com/pipp or by calling 1-800-736-4777. Once the pilot is fully enrolled, customers may be put on a waitlist.
Additional Terms & Conditions
- Customers will not be eligible to participate in the PIPP pilot if they are enrolled in any other pilot program, including the following account types:

- If a customer is enrolled in SCE’s Power Saver Rewards Program, the Emergency Load Reduction Program (ELRP) pilot for residential customers, by submitting a PIPP application and subsequently enrolling in the PIPP pilot, they will be un-enrolled from the ELRP pilot in order to participate in the PIPP pilot.
- If a customer moves within SCE’s service area and does not establish service at the new location within 30 days, or, if they move outside of SCE’s or a participating Community Choice Aggregators’ (CCA)2 service area, they will be removed from the PIPP pilot.
- Customers must authorize Southern California Edison to share their information and be contacted by third parties that assist in the enrollment or evaluation of the PIPP pilot. The information that may be shared includes, without limitation, my name, address, email address, contact information, yearly income, household size, energy usage, and enrollment in other utility energy savings, management, or customer assistance programs.
- Customers must understand that by submitting income documentation for the CARE program, SCE will adjust their bill cap according to the income guidelines of the PIPP pilot.
- Note that the following customers are also not eligible to participate:

1 The fixed monthly bill amounts will be updated annually beginning June 2024 to reflect current income guidelines, at the same time as CARE program income guidelines are updated. Customers applying for the lower, fixed monthly payment amount must prove their income within 90 days of enrollment or they will be moved to the higher, fixed monthly payment amount. Customers applying for the higher, fixed monthly payment amount will be subject to the existing CARE post-enrollment verification process.
2 As Community Choice Aggregators (CCA), cities and counties may buy or generate electricity for residents and businesses within their communities. SCE partners with each CCA in our service area to deliver electricity through our distribution system.
PIPP is offered on a first-come, first-served basis within eligible customer segments until the pilot participant maximum is met. PIPP is funded by California utility ratepayers and administered by Southern California Edison under the auspices of the California Public Utilities Commission.
